Depends entirely on where you're looking and what you're looking for.
Surface craft surveillance is lousy (too short range), and air
surveillance isn't especially good from a small boat, but you try
looking under the surface with an airborne drone ...
More than anything though it reminds me of a spoof(?) paper circulated
by AYRS in 1967 or 8. The general message was "give us 50,000 trimarans
on the defence budget, and we'll solve NATO's undersea surveillance
problem for less than the cost of an aircraft carrier". I showed it to
my then college headmaster (who was a retired RN Rear-Admiral) and got
it back with the comment "Come the storm and they were scattered"!

PS Not 1000 miles from where I live, an unmanned sailing boat would be
looked upon as an excellent chance of salvage ...
