Nah, the accusation was that it was done to eliminate *kite* boards.
Because they use shallow fins and the edge of the board for sideforce
(much like a water ski), they are able to sail in very thin water--as
shallow as 5 cm. A "record" was attempted (with an average speed in
excess of 50 kts--unofficially), over a "water-lubricated mud flat"
(may be hyperbole--but may not), prompting WSSRC to enact the rule.
Many kiteboarders cried foul, for "ruining" their perfectly flat
conditions, but the rule's a good one, IMO.
