Rob is right - I know of a commercial vessel that had a penalty of $10,000 for each knot of speed it was under contract speed (16 knots).
The boat as delivered could only make 12 knots, but the cost in bigger engines to making the contract speed was well over the $40,000 penalty cheque they presented with the keys...
And resin infusion certainly isn't a guarantee by itself of light weight; just that all the nooks and crannies is filled with resin!
