[MHml] wire rope splice

The wire rope section has 4 lock slugs for full-up and 3 reefs. The rope tail is never in the lock for locking.

Sorry if I'm a little dense here but wouldn't that be until you reef?
Clearly a fully hosted sail is going have the wire into the wire to rope
splice at it's thickest in the lock. But reefing means you drop the
halyard say 30%...
