The problem with this isn't the sub, it's learning how to run a sub.
Simple things like getting back to the surface should require redundant
process etc.
Also for ocean work the 3 knots maybe a bit limiting. That puts Catalina
at what 10 hours? Now picture a ship is coming. You aren't going to
cross it at 3 knots but it may take a while to get under the 40' or to
be safely below the ship? In LA the ship to the horizon to on top of
you is about 5 minutes. The counting tower doesn't look like a place you
would hang out but would be the only place you could see such a ship.
