It is my understanding that fresh water critters are more tender than
sea watter critters. All laws governing the use of anti fouling around here
points in that direction: Fresh water sailors are not allowed to use poison
based anti fouling.

If the boat were to move between fresh and salt water frequently you
wouldn't need any anti fouling as the fresh water would kill the salt
water life forms and vice verse. The only exception are eels and they
don't foul boat bottoms.

Regarding VC17 I think it comes in variants for different conditions.
The one that worked real well for me is banned in Sweden now.
