[MHml] Builders in South africa?

Old building construction terminology. A man with a clipboard who checks 
progress, material specifications, etc to ensure that what is promised is 
what is delivered. Owners agent in this case, as owner can not be on site on 
regular basis. Does not need to be as skilled as a project manager, and has 
no authority to approve changes in spec, but is eyes and ears to absent 
owner. Needs to know what he is looking at, but not necessarily how to do 
it, or organise it. Just a quality control agent who is totally independant 
of the builder.
