Saw a TV show yesterday showing a 7' long water ski pulling boat. I  
think it had 75 hp. Was designed to pull a single skier, but the  
trick was the skier controlled it from the tow rope handle remotely.  
TV show was from the antipodes.

You would need more hp, but the boat is close to right and the  
control system ideal.
