Yes, there are certainly ways of measuring accurately. I have used them 
for motor car wheel alignment. However they are not readily available 
for use on boats. And yes my point was half a degree toe in is not 
significantly different from parallel and not worthy of discussion.
My preferred method of motoring in flat water and adjusting the crossbar 
until both rudders show best flow may yeild toe in or out of more than 
half a degree but will give the best result.
