Paul,

The 6" front-to-back rudders correspond to a 3m wide boat. In this case, 
2 careful people, a pole, and a mark where the pole touches the leading 
edge of each rudder just below the rudder stock will yeild results in 
the +/- 0.5mm, IMHO, or +/- 0.17 degrees.

Since wider boats typically have wider rudders (front to back), extra 
error measuring longer distances does not necessarily result in less 
precision in the resulting angular measurement.  If the measurement 
error increases linearly with width and the rudder width also increases 
linearly, then the angular precision remains constant.
