Doesn't a tent put it's waterproof layer on the outside, as in a rain fly?

We have a stubborn fabric issue on our cruising cat and need help finding a suitable material.
Our Bimini top is also the roof of our deck tent and at night we often sleep under it. To keep condensation from dripping off the
Bimini we use a waterproof fabric as a liner just below the Bimini fabric. Same idea as the liner in a camping tent.
When the Bimini is folded the liner becomes its cover, protecting the Bimini fabric from salt and sun.
On our last trip the two year old, fabric-reinforced vinyl liner failed (at Vinalhaven of all places) with dozens of tiny pinholes
dripping dew onto our heads. The vinyl did not last as long as the previous white poly tarp material and also resists rolling
around the folded Bimini due to stiffness and friction.
What we are looking for is a perfectly waterproof membrane which is flexible and relativly slippery for the folding operation. Thin
and flexible is ideal and it should have good resistance to sun and puncture. Ideas??
