Mike,
I do know that the early 9.9 four strokes had a chronic interference between
the plastic foam float and the float bowl. Would cause the float to stick in
the down position allowing fuel to flow into the engine in excess. This
matches your symptoms. Also look for signs of gas in the oil.
Examine the float and the inside of the bowl for signs of scuffing and sand
down the float in these areas to assure clearance. When you can get one, buy
a new float and check it too. Do change the oil if diluted as the ultimate
symptom is to throw a rod.
