The fastest car ever around the Top Gear track was the radical SR3 turbo - a road legal race car. http://www.radicalextremesportscars.com 

A variant has lapped the Nürburgring ring in 6min 56sec for the 13 mile circuit. For comparison, Clay Regazoni posted the fastest ever Formula One race lap in the 1975 Grand Prix at 7 minutes 5 seconds, Porsche Carrera GT lapped in 7 minutes 32 seconds a Caterham R500 in 7 minutes 56 seconds

Top Gear:
did the SR3 turbo track test and timed it at sub 1min 17sec on their track, Then 'banned' it as it could not go over a road speed bump. 

Methinks this is very much like multihulls in that the super-rich super car lobby didn't like some sub £30K lightweight thrashing them well and truly

(OK it's a very tenuous multihull content)

On a side note - Top Gear have an item 'celebrity in a ordinary car' where they put a celeb in a standard car and time them around the track. 
One week they brought a young lady from sailing along and Ellen thrashed the car and posted the fastest lap, a smidge slower than some F1 star called Damon Hill
