[MHml] Secret craft sails sea of speculation

I have heard speculation it is for careening whales and an advertising platform for windscreen wipers (look closely at the suspension),  but it does actually make a lot of sense for search and rescue. 
  _ability to go through surf, over shallow water, rough water stability
  _ able to position itself over those needing rescuing or even picking up the craft holus bolus if small enough
  -good visuals
  - when stopped, facing the swell, the flexible structure would reduce movement and allow greater control.
