By specification:

IYRU "D" 500 sq ft  no other restrictions

By Task

The original OSTAR.  Singlehanded  across the Atlantic.  First to finish

By Course.

The original Speedweek  fastest between point A and B on an ideal course 
in sheltered water.

A Speed Circle  Fastest Elapsed time.

Could be others like A $ limit but is a builder with wholesale and 
advantage over someone that has to buy retail.  If you live in Seattle 
and can get Boeing discards or can salvage.  Tough one.

Make everyone provide retail bills of all components and only labor is 
free or like some novelty races with cardboard boats and maybe soapbox 
racing, you get a set of sails and a spar, or a hull and do what you 
want with it depending if your interest is  rig or hull.


then you get into skill levels of the sailor , I have lost to a slower 
boat as have many others.

So I guess if the rule takes more then 12 words to define and/or 
contains, except or but is not open
