See what I said.  To many special interest people putting forward to 
ever permit a true open rule. 

If was really open, then I think you would get  answers to all these 
special interests not limit it by defining one area.

Even sail area is a tough one, with wing masts, wing sails ( soft and 
hard) and kites all defining area differently.

And we haven't even touched on courses yet .

Was so nice back in 1960's when no one knew anything and we were open to 
anything.
