I believe it will not work. If jacks and scales react only to vertical loads (no horizontal force present), the scales will always display the same weight (half of the boat weight) regardless the height of the jacks.
If you add two (known) horizontal forces to enable the calculation, you still have problems: the scale measurement changes will not be significant bellow 5 degrees inclination (the cosins of small angles are too close to 1). Horizontal forces will compromise scales' accuracy, the boat might slide, etc.
